I have already drawn system element diagram and there are already functional nets and failure are inside.

But I would like to add a new element as top. Is there any way to add top element and then existing elements can be shifted without losing both functional and failure nets?

I assume that you want to integrate a new additional root element in a structure tree. This is possible in the Structure Editor via „Edit – New – New root“. You will find „New root“ at the bottom of the menu.

I hope that this answer is not based on a misinterpretation of the request.
